For EuroMeSCo’s capacity-building initiative, with financial support from the Spanish Agency for International Development Cooperation (AECID), a series of Workout Courses are implemented in 2025. These trainings aim to strengthen the skills and capacities of EuroMeSCo's think tankers and researchers. ICCT has developed a curriculum and delivered a training on “Public Policy Evaluation & Impact Assessment”.
This training equipped participants with foundational knowledge and practical skills to design and conduct evidence based evaluations of public policies. Through four interactive sessions, they explored all evaluation stages and applied key tools, including the Theory of Change and Logical Framework. The course also covered qualitative and quantitative data collection, bias mitigation, and utilisation-focused reporting for policy impact. Using a real-world case study, participants worked work in subgroups to move from conceptual understanding to applying this knowledge in practice, receiving peer and trainer feedback. This hands-on approach ensured both theoretical understanding and practical evaluation skills.
The training had four sessions:
-
Session 1: Designing an Evaluation Plan I;
-
Session 2: Designing an Evaluation Plan II;
-
Session 3: Data Collection and Analysis;
-
Session 4: Reporting, Learning and Utilisation.
The training had the following learning outcomes:
-
Explain the purpose and stages of public policy evaluation;
-
Prioritise evaluation components when facing resource constraints to ensure maximum value and utility;
-
Develop a Theory of Change and Logical Framework for evaluation;
-
Choose suitable qualitative and quantitative data collection methods for evaluation and impact assessment;
-
Understand how to maximise policy influence through evaluations and impact assessments;
-
Apply all key tools and concepts in a real-world evaluation scenario.
